Hello.
I would be grateful for advice re: a Parking Charge Notice I have received from 'Civil Enforcement' (ce-service.co.uk).

I believe we may have grounds for appeal as follows:

I believe we may have grounds for appeal as follows:
- The PCN was not issued within 15 days of the alleged offence.
- We moved the car before the expiry of the 10 minutes 'grace' period which (I understand) BPA members offer. (We were in the car park, where free parking is offered for 150 mins, for a total of 161 mins. Taking into account time to actually park, and remove the car, we were in situ for less than 160 mins).
- The charge is disproportionate to loss incurred. FREE parking is offered for 150 mins. We were in situ for less than 160 mins. I do not think a £100 fine is proportionate to the loss incurred by the operator/landowner - especially as, by the time we removed the car, the car park was more or less empty (as the time was 1820 on a Saturday evening).
I would be grateful for any/all advice.

Please read the Sticky thread for NEWBIES then appeal using the BPA template in blue you will find there. Copy and paste. Don't edit.
You could add other points if you are very careful, but so many people give away the driver's details that it is better just to use the template as it is and then use the other appeal points at the PoPLA stage. You will have more points to add than the ones you mention once you have done the initial appeal and can spend time reading up about PoPLA.I married my cousin. I have written using the template and will await a reply.
The 'PCN'/NTK was clearly issued outside the 14 days required by law so I am optimistic this will be cancelled...
