How can I buy VWO?

Other than direct from Vanguard, my search suggests this can only be bought from HL and only for SIPP. Does any other UK platform/provider make this available for SIPP and/or ISA? I am with Youinvest (AJ Bell) and have EMIM which I like but lowering the management fee from 0.25% to 0.15% would be nice, despite losing Korea and the additional forex due to USD based dividend distribution.

You would need a platform that allows you to trade in US listed stocks. Why not just by the UK listed version, VFEM?
Edit: I suppose the answer to my question is you already hold an ETF with the same management fee. But it would be more expensive to hold VWO than either of the other two. After 15% US withholding tax is deducted from the 2.4% yield, you'll end up almost 0.3% worse off per year overall.0 -

AJ Bell allows US share trading as do almost all others (Halifax, etc.) but none seem to allow buying VWO.
I prefer EMIM from iShares over VFEM from Vanguard. They have same 0.25% fee which is the main comparison for me, EMIM additionally has advantage of accumulating avoiding foreign exchange fee on USD dividend distribution and it also includes Korea.
