Consumer Information Office - where to report to?

I have received a letter from a CiO - Consumer Information Office, City Tower, Manchester

I am pretty sure they are a scam and wonder who I should report them to.
They basically say they have been trying to contact me as I may be due a return of charges previously paid by me in respect to a past closed issue. This is due to a recent High Court ruling. The issue is complicated to explain in writing. Therefore, we would be grateful if you would call us so as we are able to guide you further on the matter. ?????
On checking Whosis their domain was only registered on 15th June 2016 and google search doesn't provide any links - their site states they offer free advice on protecting consumers.
I am incredibly suspicious about it all, especially as they spelt my first name wrong and used a capital for sincerely! I have no intention of ringing their freephone number but if it is a scam I wouldn't want anyone else to fall into their trap.
Of course I could be totally wrong:D

Looks like a PPI or bank charges lead generating company, get basic information from people and sell it on to Claims Management Companies. Surprised they spend the money writing rather than just cold calling.0

Put the letter in an envelope addressed to them with no stamp on it and then post it."You were only supposed to blow the bl**dy doors off!!"0 -
Send it to the Trading Standards Department of your local council.:huh: Don't know what I'm doing, but doing it anyway... :huh:0

You may want to send a copy of your letter to the ICO as they don't appear to be registered with them.0

The website seems to be in the name if the web designer, who has created numerous similar sites.

This does seem deeply iffy and there is another thread on here about exactly the same thing. I pasted yours into it, so thank you. Every time I ring my overseas-only-customer-service telecoms provider, when I eventually get through and tell them why I have called, I get, "I will help you further", before they have done anything... sounds like some overseas, bad command of English scam-merchants to me.0 -
I've had one of these letters today. You can instantly see the letter is cheaply produced along with the same vague message stated above.0
