bad router or bad internet?

I have an archer c2 router with plustnet full speed fibre internet. Majority of times I can get 70megabits per second (as per speedtest.net). very fast indeed.
Howqever every now and again it drops down to 4-5megabits and is noticably slower when I'm trying to torrent stuff. After rebooting the router it returns to 70megabit (ish).
I am curious is this a line issue or a router issue? I am using the btopenreach box, so I dont think it's the line. Perhaps my cheap archer c2 isn't working reliabily and reduces the internet speed.

Is it only when you torrent??
If yes then PlusNet probably "traffic shaping", so as soon as they see a Torrent connection they slow your speed down...
Or your router is getting flooded with Torrent connection requests that it can't handle the load.Laters

i think it's the router and not the ISP. Iave had quite long torrenting sessions without them restricting the speed.
If it was the line that was limied then a router reboot wouldnt really reset the internet to its original speed.0
