Overseas student?

Options
Looking for some advice for my niece. She lives in USA and is English, she has dual nationality. How is she viewed if she wants to study at an English university? Is she charged as an overseas student? How do the qualifications compare? She will have done a 2 year associate degree at a community college. and is 19 atm.
Any advice welcome so I can advise her.

    I don't know if things have changed, but my nephew was considered an international student by the uni and student finance as he hadn't live in the UK (or EU) for the previous two years.

    No, he worked during his course to pay his fees and housing etc. This was nine years ago, so clearly things may have changed.
