paypal payment funded by cc count as purchase or cash advance?

So I am trying to help my sister clear a extremely high interest debt from a dodgy company, however they are deliberately making it difficult for her to pay it off, no credit card accepted, not even debit card. After some negotiating they said they would accept a bank transfer.
The original plan was to stick it on a 0 rate transfer balance and have it paid off within the year, However now the money needs to be pushed to a bank account, and the derisory 6 month money transfer offer I got from barclays is not enough time for her to clear it with me, meaning I would have to fund half of the higher payments myself to clear in 6 months.
I had a thought that I could send her the cash via paypal funded by one of my credit cards and then do a balance transfer, but this only makes sense if it doesnt have a cash advance charge.
Can anyone here confirm if they have ever used paypal to get cash from a credit card and if it counted as a purchase or not?

The safest way would be to "buy" something from her but you/the recipient would be hit with fees (20p + 3.4%) as in fact you would be with a friends and family transfer funded by card. The other problem could be her account receiving limit.0

well I trying to do a small test payment but paypal is only letting me to choose my balance or bank account, the card is added, but simply refuses to let me use it as a payment source. Does not appear as an option.
Is all done now, was because I had a balance more than the test payment. Has appeared as a merchant payment so hopefully is just the paypal fee to worry about.0
