Loft insulation

I am thinking of adding more insulation to our loft, approx 1/3 of the loft is boarded already (from previous owners), the existing insulation is pretty poor, I really dont want to have to lift these board and to build up the existing joints, is it ok to add the extra insulation to the unbaorded areas (and not build up the joists) and is it ok to just lay the extra insulation on top of the boarded area (and if I do this can I put stuff on it to store eg boxes)

Maplin sell solder extract fans I picked up 6 on special offer down at £10.98 per, not bad since the naffer looking ones in Farnell and RS to do exactly the same job ie fan in a box, carbon filter, mains lead, were min £60 per.

I would have thought it was fine to add extra insulation above boarded areas to get an extra effect, but I wouldn't but boxes on the insulation as it doesn't work as well if it is compressed.

Surely boarding adds something to the insulation too, be interesting to find out how much (and mine is carpeted too, is that as good as double thickness insulation?!)
