PCN at Housing estate

Hi, my van got a pcn stuck to the window from a local ppc in Cornwall (Armtrac). (28/4/16).

I had a job to do at a customers house in a large cul-de-sac, when i drove in from the main road i didn't notice the signs on the lampposts (4 in total seen After) when i drove in trying to find the correct house number so didn't pay attention. I turned a corner, found the house and parked my van outside, there were no yellow lines, naturally i thought it was ok to park.

I was returning to the van regularly as i had to use various tools and materials. I was shocked to see a ticket on my van as i had no idea. I complained to the house owner (customer) only to hear him say " really! They are Ba***** they are always doing that!" Thanks for telling me I, thought.
I have taken pictures of the road I was parked on in all directions as there wasn't a single sign posted. I am not sure what to do now as a resident of the estate where the pcn was issued said 'ignore them as nothing ever happens, that's what we do'. Advise i stupidly followed.

I received 'notice to keeper'(28/6/16) which was sent on day 60 after the issue date of the pcn, i have read that they are not allowed to do so after day 56 is this true? Also i have now received a demand letter (27/7/16) to be paid with in 14 days or it will be handed over to debt recovery agents or to the county court for recovery. Unfortunately i have done nothing up to now hoping they would not bother.

Could anyone please help me with the best course of action to take. I am a newbie to this and haven't read many threads yet that are like my situation. Many thanks, N

    Ignoring has been a bad idea since the law changed in 2012.

    All the help you need is in the Sticky thread for NEWBIES.

    Not everyone can read a wall of text without paragraphs and line spacing. It really does make it difficult to read.

  • How about invoicing the customer for the amount of the PCN, with the condition that you will waive that invoice if they get it cancelled. The homeowner has more chance of getting it cancelled than you do, and frankly, who wants to do business somewhere where you're going to get that kind of hassle? (Mind you, from the number of threads we get here, the homeowner will have their own battle with the management company who don't seem to think that tradesmen and the like need to be able to go about their business without getting "fined.)

    Sorry, so new to this i didn't even know what a sticky thread was...

    Think i do now but still haven't read any that relates to getting a ticket outside a privately owned house whilst working inside, obliviously with the owners permission. Also the van was in constant use!

    And you won't. The circumstances under which you fell foul of those oiks is unimportant, as it'll make no difference anyway. Using the standard appeals in the NEWBIES thread challenges the entire basis of the charge, regardless of circumstances, and applies pretty much to all cases.
