PCS (Parking Collection Sevices) Ticket - quick question

Hi Guys, I'm looking for some advice or suggestions, I received a letter through the post a week ago from PCS, it said ‘Notice to Keeper’ and it very much looks like a ‘speculative invoice’. I never had a ticket placed on my car and the letter doesn’t link to a website where I can view pics of my car parked without permission, I’m very dubious, to say the least, especially as I’ve never heard of PCS nor the ‘creditor’ who are ANPR Parking Service ltd?
They claim to be writing to me on behalf of the creditor in relation to an unpaid parking charge. They obtained my details my DVLA under a ‘reasonable cause’ request as ‘you were the registered keeper of the vehicle specified at the time of the parking incident shown’.
The letter then goes on to explain that the notice to keeper was issued following the use of Automatic number plate recognition cameras.
It then states that ‘as we do not hold a record of the driver’s name and address, we are writing to you as the registered keeper of the car or to notify us of the driver of the vehicle at the time of the incident’.
Per the newbies thread, should I appeal with the usual template appeal letter? Do they have a good case, I’ve looked up the address where the incident took place but I don’t recall parking there (said ticket was issued circa 10.30pm) and they don’t have any photographic proof to support their claim. I’m therefore considering sending the standard appeal letter across.

Yes use the template appeal you have found in the newbies FAQ thread0

PCS do the back office stuff for some smaller PPCs. PCS are actually part of Debt Recovery Plus but this isn't a debt collector letter, it's a bog standard NTK.
So yes, send the usual template. As long as you don't add anything saying who was driving you could also state that 'no driver of this car recalls receiving any PCN, nor is there any evidence that the car was parked at that site. You could ask for photos of the signs and any PCN served, so at least if they provide them you will know what 'evidence' they have.
Then it will be POPLA stage when you get a rejection letter (with or without photos) because ANPR PS are BPA members:

Same as other cases really. What's the gap in days between supposed PCN on windscreen (IF the Notice says there was one?) and the Notice itself? Sometimes there is no PCN on the windscreen at all.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

What do you mean by POPLA stage, what do i have to do then if i receive a rejection letter?0 -
you read the NEWBIES sticky thread , post #3 deals with POPLA
best bet is read and digest that thread because if you dont most of the replies will tell you to do so any time you query something
no idea why you said the word IF
these parking companies rarely uphold the initial appeal and I cannot see PCS doing so , it would be a first for a debt collector to do so as there is no profit in upholding your appeal

Right, so there was no PCN on the windscreen; this is simply a postal PCN, so appeal as per the NEWBIES thread. You don't need to add any wording about no PCN being placed on the car but you could add wording asking for photos of the car on site.
You will find out about POPLA when you read the NEWBIES thread and other threads, which is recommended. Be prepared, you will need to write a POPLA appeal based on other thread examples within a month or so.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
