    I cant see anyone having mentioned sending with proof of postage.
    Should've = Should HAVE (not 'of')

    No, I am not perfect, but yes I do judge people on their use of basic English language. If you didn't know the above, then learn it! (If English is your second language, then you are forgiven!)

    It seems to be an accepted things (with courts, etc) that it's highly unlikely that two letters sent from two different places would both fail to be delivered so it can be assumed that the recipient did receive at least one copy of the letter.

    I doubt the OP will need to send the LBA. It already sounds like the Kennel owner realises he is in the wrong. It was his daughter who said he "might" be prepared to return half of the deposit, it's now up to the OP to negotiate or simply outright demand his money back.

    Interpretation Act 1978. If you post the letter, and have proof of postage, then it is assumed to be delivered unless the recipient can prove otherwise.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    Indeed. It also doesn't have to be signed for or sent registered. A simple receipt of postage (free from the Post Office) will suffice.

    The two different Post Offices recommendation is not something I've heard of before, but it would certainly do no harm (but double the cost of postage, of course)

    I sent a LBA off yesterday (only one copy, but got proof of postage and sent recorded delivery) as his daughter said I could only have half of the deposit back, and said it had been transferred, but nothing arrived, and I was not willing to accept half anyway. Hopefully the letter will spur him into returning it.

    People can refuse to sign for a recorded delivery item which means it will be returned. That's why the general advise to get proof of postage and send two separate copies.

    Check if he has a breeding licence with the local council.

    Anybody breeding dogs with the intention of selling them needs a breeding licence.

    It used to be only if five litters were raised in a year but the regulations changed recently.
