Unfortunately, it doesn't sound to me like the legal route will get you anywhere:
1) Can you prove what you were told by the developer before you bought? If not, its hard to go legal.
2) A good development contract will contain an "entire agreement" clause under which you agree that you are buying only on the basis of what is written in the contract and not on the basis of anything you were told verbally. It would be difficult to overcome this.
3) Legally, you'd have to prove that failure to undertake the checks led to the difficulties you are suffering. This is difficult. It is also possible, I guess, that checks were undertaken but tenants allowed to rent there anyway.0
