Blocking emails in Outlook.

I'm hoping someone can help me with this, but doubt it.

I have an outlook email account, and have tried blocking someone from emailing me, but although I get a pop up saying 'this sender is now blocked' still the emails come through.

I've Googled it, and it seems others are having the same problem.
Microsoft said put all emails from sender into junk folder, and a pop up will ask if you want to save sender or block, so I click block...still the emails come through.

I've even gone into my settings and manually put the email addy into the blocked list hoping that will do the trick, but no, still they come through.
It's driving me mad!

I've done what it suggests, just wait and see if any still get through now..lol
