NI payments for JSA

Hi everyone
My wife returned to work last October after caring for a terminally ill relative and our daughter. The work is in a school and term time temporary.
She signed on when term finished as is looking for other work, and has now been offered another temp contract back at the school in September. The DWP have said she can not have JSA as has not paid enough NI contributions.
How many months out of a year is classed as enough? as if she continues to work at the school she will only get 40 weeks a year out of 52. The JSA people are very condescending and after working for 25 years and never claiming, we would rather just not sign on, that have to sign on and put up with their hassle and rudeness just to possibly get NI and no JSA.
Hope someone on here can help, as their information is a mine field.

for current claims the two tax years looked at will be 13/14 and 14/15 (it will change to 14/15 and 15/16 from January 2017)
If she started work October 2015, the contributions from this employment will not be included
Unfortunately the 25 years before she stopped work do not help0 -
You qualify for contributory JSA if you have made the following level of National Insurance Contributions:
- in one of the last two complete tax years, have paid Class 1 (or special Class 2) contributions to the value of 26 times the lower earnings limit; and
- in both of the last two complete tax years, have paid or been credited with, Class 1 (or special class 2) contributions to the value of 50 times the lower earnings limit.
The years they are currently looking at are 2013/14 and 2014/15.0 -

We worked out that she will earn around 9k next year for 40 weeks work0 -
