Parking Eye PCN issue date over a month after event

Advice please....
I genuinely forgot to pay for parking on a Parking Eye managed car park, and stayed for 6 hours. However, the issue date for the PCN is 21-7-16 and the event took place on 15-6-16. My car is a company car/business needs, so I assume that PE would have contacted the leasing company for my details (or would they simply get them from DVLA?).
Anyway, can this PCN be appealed on the grounds of the issue date being so long after the event?

Appeal as "keeper" in the usual way as per the NEWBIES thread.
As a side issue, has the lease company or your company attempted to extort an admin fee from you? If so, it's almost certainly contrary to the conditions of the lease.0 -

Remove the first line of your first post as it says who the driver was (you will see I removed it in the above quote). Don't show that anywhere!
Come back at POPLA stage because you will be able to argue that as the 'hirer/lessee' of a lease hire car, you should have been served with paperwork as defined in paras 13/14 of the POFA Schedule 4.
Edna Basher (a poster here) has posted useful appeal wording covering this and it's a winning POPLA appeal point, should get it cancelled.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
