Civil Enforcement Ltd / ZZPS / Wright Hassall

I know this has been covered so many times but I just want some advice on my ticket!

Back in February I had a doctor’s appointment (I was parked for 19 minutes). This is not my normal doctors surgery. My appointment was on the Wednesday and the parking enforcement had started on the Monday. I wasn't aware that there were any changes to the parking and the surgery didn't tell me that I needed to put my car registration into an iPad and there were no signs up inside stating this inside either.

A couple of weeks later a parking charge notice came through the door. I appealed the notice to Civil Enforcement LTD which is who the parking charge notice was from with a letter from the surgery along with an appointment slip as I was told by the receptionist at the surgery and got declined.

I then appealed to POPLA recorded delivery in the specified time for it to come back to me over a month later due to being sent to the wrong POPLA address. I resent it recorded delivery to the correct address and they told me the code Civil Enforcement had given me was out of date and there was nothing they could do.

They then passed the fine onto ZZPS Limited who started chasing me for money and sent the whole court case that they would be using (I know it's been mentioned several times on here as the only case they won!). I sent the appeal across to them via email and got no response. This has now been sent to Wright Hassall and they are chasing me for £236.

They are now asking me to pay more than £12 a minute for parking for my doctor’s appointment which is excessive. I would not even be charged that amount for parking across the road at the hospital which is infuriating! I was not breaking the rules for parking where I was parked. There also were no losses as the car park was not full and I wasn’t stopping anyone else from parking.

Any help would be super as it's seriously stressing me out! My mum thinks I should just pay even though I am right in everything I did.

    You are in the debt collector stage and can ignore every thing unless you get a letter before court claim or correspondence from the court.


    (Go back to the doctor and ask them to get it cancelled, and escalate within the surgery hierarchy if you get no joy)

    Most surgeries have a feedback page. If they have one write bad stuff on it.
    You never know how far you can go until you go too far.

    Go straight to the Practice manager and explain the scam, operated by Civil Enforcement LTD
    Does the practice actually want patients to be exposed to this ?

    As far as Wright Hassall is concerned, do some reading about them, they are classed as incompetent

    The doctors surgery have turned round and said that this is out of their hands.... There are already lots of complaints on the feedback page as I am not the only one to have had it happen to! I think it's disgusting that they are targeting vulnerable people. If I suffered from depression this probably would have toppled me over the edge!

    Email/write to the practice that should CEL take this to court then you'll define in your defence the practice manager as a co-claimant, so please advise dates in the next 12 months that he/she is not reasonably available to attend court. ;)

    They are talking rubbish.
    You need to find out who owns the lands and the permissions given to CEL

    Do what bod1467 says, it will scare them rigid

    Complain to Healthwatch and point out the effect it is having on you.

    Complain to Healthwatch and point out the effect it is having on you.

    Do exactly this; IamEmanresu's advice on who to complain to, is always sound.

    You should also complain bitterly about breach of patient confidentiality. If you had been driving someone else's car, someone you didn't want to know you had been to the doctor, and they got the parking charge notice from CEL, how would you explain that to them? The surgery should be reported for allowing such flagrant breach to occur.
