Writing a note and putting it through the door or in the communal areas without politely speaking to those causing an issue in person is likely to escalate it. It's not a PC reaction it's just common sense.
A bit of diplomacy can go a long way. Especially if the remedy is not legally enforceable.
No problem with knocking on, and if they are partial to caffeine or alcohol consumption for example, offering a brew or asking if they fancy a trip to the local.
Explain the problem and then offer them the opportunity to come up with a solution.0 -

Maybe this is super passive aggressive of me (it's certainly slightly passive aggressive!) but I'd be tempted to get a battery powered smoke alarm and stick it up in the hallway. It won't make the whole building evacuate, but it will annoy the person stood under it with a cigarette. And it'll make the whole place that little bit safer.Mortgage

As an ex-smoker, I find non-smokers to be rather nasty when it comes to the subject of smoking. It is their choice to smoke, and if they aren't breaking the law either suck it up or move, the same way people do with annoying neighbours of other kinds (noise, just plain ignorant et al.) - nicotine is one of the most addictive substances on the planet.
And to the absolute idiot above (zzzt), you need therapy.0 -
