Damp from external sources

I've been in my home for 3 years and not had any problems. I own a maisonette in a block, and the freeholder is a housing assoc. Above the front bedroom is a walkway for the studio flats above. A few weeks ago mould started traversing from the front corner of the room across the ceiling, I cleaned it up but in the corner the plaster was just sodden and I had to rip it all out. I told the housing association and they are refusing to accept the possibility it is an overflowing rainwater pipe outside. They wont even check it. All I want is for them to fix it so I don't have to worry about it happening again. When it rains you can see the damp around the pipe on the bricks outside, no other flats have this! My question is who can I hire to prove the root cause of the damp and force the housing assoc to actually take a look?

Do you have legal expenses insurance. If you do a solicitors letter to the housing association might work.
