Ok, have now had the 40% discount letter, without prejudice.
The first 40% discount was for £114 but this one is for £92.
From reading the forums I think there have been a load of these sent out recently. When I reply I will send a copy to those MPs who discussed this problem in Parliament on 2nd February, LJLAs local MP, bw's local MP and my own MP. Probably even worth sending it to The Yorkshire Evening Post.
What puzzles me is that they seem to be targeting people who received these invoices before POFA came into effect. If these people haven't paid by now why on Earth would they cough up now?0 -

the chances are that they will have moved house and vcs/bw can go for a huge cost ccj for a simple outlay of £25 , hoping that in 3-6 mth people will pay them the huge figure to get ot marked as satisfied

You will also get a pop up dialogue box appear so that you can have a live webchat with an expert. Far better to ask someone with direct knowledge about an Act of Parliament than those whose direct expertise is in fighting private parking tickets.

VCS use ANPR = 14 days to invoke POFa , but does Pofa apply or not thats the question
if the land comes under bylaws or RTA then tickets should not be issued , therefore in my views , the "invoice" could only have been sent out within 14 days , and the clock would start ticking from the date of the invoice0 -
Well they weren't absolutely sure but did send this,
"So yes that could potentially have become statute barred (which might mean you don't have to pay). The 6 years time limit to take court action would begin from when the initial time period in which you have to pay had run out."
So in this case that is 14 days from the date of the invoice. But like I said they weren't sure. The conversation was cut short. They probably feel there are more deserving chats they could be having. It is a National Debtline.0 -

IANAL but I would say that if they slapped a ticket on a car demanding payment that is when it starts.
Alternatively if it came through the post it seems logical that the date it's received is when the clock starts.
Either way it isn't your job to prove it. If you assert it is statute barred it is their job to prove it isn't.0
