Voucher refunds?

Hi.
This is a small issue that is niggling me.
We have a lovely local independent book store. Quite often parents buy vouchers (not book vouchers) from the shop to give as presents. They only do multiples of £5.
When my son went to spend his vouchers yesterday on a £6.99 book he handed over £10 and was told she couldn't give anything back as a refund. It clearly said not cash refund on the vouchers but I expected a smaller credit back.
Is this right? Can a store refuse to give any credit back on unused vouchers? In my mind this can't be right but I can't find anything on the Internet to help. Most shops now have the cards that just reduce your limit but to loose what was somebody's cash seems harsh.
Any help or links would help.

Totally legit.
Technically if you handed over a £10 note to purchase a £6.99 book the shop does not have to give you any change back, however a shop that went along these lines in this day and age would pretty much find themselves out of business pretty quickly.0 -
That's why vouchers are rubbish presents!.
Why would anyone go into a shop and change a £10 note that can be spent in any shop into a £10 voucher that can only be spent in one shop!. They then give it to someone and think it will be a good present!.0
