Look at the BACS website there are changes afoot about the D/D indemnity guarantee.
Claims like this could well be thrown out as the customer is deemed to have accepted the transactions over such a long period of time/0 -

A lot more claims will be declined by banks as the guarantee guidlines are being tightened.DEBT FREE!

In my experience, to claim under the DD Guarantee, it is best to go into your branch and talk to a person. On one occasion, my bank person instantly and correctly arranged a same-day refund. On another, the person wittered about me contacting the firm who had taken a wrong payment, and I had to ask to see a more senior person.

the contract between you (or in the OP's case, your mother) and the firm is not a matter for the bank.
The (recently added, I think?) footnote that the guarantee "cannot be used to address contractual disputes between you and the billing organisation" is meaningless blather. The banks make a lot of money from DDs (in fees from the firms taking them), and want people to agree to them. They therefore have to give a worthwhile guarantee of a no-questions-asked refund.
