Creation PPI

I've been chasing the same PPI claim for a decade now and made very little progress, so I'm hoping someone here may be able to help.
I paid for PPI for 12 years on a storecard, which I believe was mis-sold. I contacted Creation who denied that it was mis-sold, and told me to contact Finance and Leasing Association Conciliation and Independent Arbitration Scheme if I was unhappy with their decision. They did not return any of my letters and so, after more than a year, I contacted FOS. FOS told me that Creation were not in their jurisdiction at the time (this was approximately six years ago), and so I should contact Creation once again and find out which insurance company was responsible for underwriting the policy. Creation supplied a policy number, named the company as Genworth and told me I should deal with them directly. I didn't get a response until this year, with Genworth informing me they have no record of my policy and I should go back to Creation. FOS have now confirmed the underwriter was not Genworth but in fact Allianz, so I should contact them.
I feel as though I'm being endlessly led in circles. Any advice?

FOS said not to get my hopes up as Allianz don't have a great track record for paying out. From googling it seems they often claim no responsibility as they didn't sell it. Not sure if I'm better to contact Creation (yet again). Does anyone know if Creation is now within FOS's jurisdiction?0
