Claiming Travel Insurance Issue

After some advice please...
We had to cancel our holiday due to my father-in-law having a fall and becoming paralysed. He's been in hospital for 2 months so far.
Travel insurance company want a medical certificate to be completed by his GP - which I totally understand.
His GP is refusing as I am not in his practise and he says my GP should complete the form. But MY GP knows nothing about my father-in-law's medical history.
His GP is still refusing to complete the form.
I seem to be banging my head against a wall!
Any advice would be very welcome.

Only your father in laws GP or his consultant or specialist can complete the form. He doesn't sound like a very good GP to me.
Is there another member of his family that uses the same surgery that could try to get it filled in? Perhaps a direct family relative even if not in the same surgery would have better luck?0 -

As GP's charge for these certs, then an application by the patient accompanied by the correct fee (and a SAE!) should get dealt with!0

I have done these for people, the request comes from my patient (the ill person) and with their consent I complete the relatives form.0
