Advice regarding benefits please.

Hello.

I have a friend aged over 65 years old. Despite having a serious congenital disorder, he has managed, until two years ago, to work full time and has never received any benefits. Unfortunately his condition has rapidly deteriorated leaving him severely disabled.
For the past year he has lived alone, prior to this a relative was living with him and received Carer's Allowance for looking after him. He now get five visits daily from care workers.

He lives in his own mortgaged property.

He has no savings or other financial assets.

He income is as follows:

Income from non state pension. £27.52 per week
State pension. £146.37 per week
PIP, mobility, enhanced £57.45 per week
PIP, daily living allowance, £82.30 per week.
Guaranteed Pension Credit, £16.76 per week.

About six weeks ago, he was visited by a DWP official, who informed him he was not entitled to any Pension Credit and would have to repay it, he was also informed that he should have been in receipt of another benefit, but didn't specify what.

Shortly afterwards he was visited by a someone from Social Services who also indicated he was entitled to more financial help but again didn't state what.

He has contacted CAB, who has said they'll help him after he's received correspondence from the DWP and Social Service regarding their latest home visits. He has contacted Age UK and they have arranged, in a months time, a home visit from a benefits advisor.

He has no internet connection.

I have tried to help him and when I've put his incomes into the etitledto and the DWP's own calculator they both state he should receive about £40 per week Guaranteed Pension Credit and about £13 Pension Saving Credit.

He is currently paying Council Tax (minus 25% sole occupant discount) but according to the entitledto calculator he should not be paying Council Tax as he qualifies for full Council Tax Support.

He is confused as to what benefits or Council Tax reductions he's eligible for.

Using the above information, which has been given with his full consent, is anyone able to clarifying the situation?

Any help would be gratefully appreciated.

    The only going that they could be talking about, is the extra amount for severe disability, but certain criteria includes no one claiming carers allowance for looking after in (as in payment). If the relative has moved out and stopped claiming carers for looking after home, he should be calling Pension Credit to inform them and ask for pc10 to be sent out. He may also get some help with mortgage interest only, so should also ask for MI12 to see if he is eligible for that.

    It seems that he is going to receive expert help within the next few weeks?

    It may be best to do nothing until his situation is properly assessed?

    The problem is he has been seen by 'experts' who seem to do nothing but demand back what they claim he owes them and do not clarify or assist him claiming for things they think he's entitled to.

    Everything seems to take forever, no-one really seems to care and he's coming to his wits end.

    We are attempting to use the tools Gov.uk provide but not getting any definitive answers and the agencies involved are unhelpful overworked and non-committal.

    No wonder there's an estimated £3.5 billion in non claimed disability benefits. I'm gradually becoming as bewildered and frustrated as he is.

    Think the expert help being referred to is CAB and AgeUK

    I'd agree with xylophone that it is probably best to wait until he has been seen by them.

    My apologies I thought it referred to the professional experts in Social Services and the DWP.
