Advice on gas combi boiler alternatives

We live in a second floor converted attic flat, and our gas combi boiler is on the way out. It was installed on a stud wall over stairs and we've been adviced that the current location doesn't meet modern safety standards. The alternatives are limited as much of the usuable wall space is over stairs, or restricted by sloping roofs. We've had 4 different quotes now, 3 didn't get back too us as it proved too challenging and the one that did has since pulled out (having quoted at least £5000 as it required scaffolding).
Given the cost and difficulty of moving the boiler, combined with the amount we spend on maintaining the current one (which breaks down at least twice a year), we're considering whether it would be simpler to do away with it all together. The alternatives we've looked at are replacing it with an electric boiler, or replacing our central heating with infra red panel heaters and getting some kind of under sink water heater for our kitchen water. We don't have a gas heated shower or a gas cooker so everything else is covered.
Does anyone have any advice? I can't find much online so any thoughts on the most efficient way to go and how much we should expect to pay would be appreciated.

Hi,
We are in an almost exactly similar situation in our small 1 bedroom flat in London.. Our old gas boiler needs replacing and we were initially keen on a gas combi boiler but we are unable to fit this owing to new regulations (slope of flue).
We are now considering installing a new electric combi boiler but are concerned about the running costs. Does anyone have experience of differences in running costs with electric boilers?
