Bank Charges claim

Hi,
I hope someone can help.
I used to bank with Santander, around 10 years ago i closed my account down, due to paying around £400.00 per month in bank charges. I was stuck in a cycle, and couldnt afford my bills, so had to move account, and arrange a payment plan to clear charges on the account. Once settled, I didnt hear from or contact santander regarding the account.
A few years later (exact time date unknown) I was approached by a 3rd party, offering to claim back charges on my behalf, so completed all forms etc, and then didnt hear anything for around 6 months, when I received a letter from Santander, advising there was no record of my account. As a few years had passed, I had no documents relating to the account, so didn't bother following this up, although I probably should have.
Skip forward to this week, and I received a letter at my new address, from Santander, offering me a refund of £12.88 for over charges on an old account - Whicjh allegedly didnt exist.
Can I still make a claim for these unfair bank charges, that placed me in financial hardship at the time now I have the bank account details or is it too late?

Its too late. The banks won the charges court case in 2009. Before 2009 they were refunding heavily. After 2009, it virtually died a death. Since 2009, they only consider CURRENT financial hardship cases. Not historic.I am an Independent Financial Adviser (IFA).
