Can I buy part of a council owned garden??

If the garden is becoming too much for this tenant in failing health, she may already be unsuitably housed. It would therefore be very short-sighted of the council/HA to sell off an asset which the next tenants may find useful.
There's no reason why you can't just manage half this tenant's garden by growing crops there etc, provided she's agreeable.
If she isn't, then you would have to go over her head to gain a purchase in the way you propose, which might be extremely upsetting for her.0
