Just been parked up in a Home Bargains car-park and noticed the claim on the signs that ANPR was being used to "enforce" the car parking regulations. It was obvious to an astute observer of these things, such as me, that there was no ANPR, so the sign was a lie. Might this in any way invalidate an invoice?

Even if there were ANPR cameras, the big lie is that ANPR cameras can enforce parking rules. They can't, AT ALL.

Loads of signs lie, get over it.
For example those speed signs when you enter a village often tell me I'm doing 39mjo when I know full well I'm doing over 40 at least0 -

Do not make the mistake of banking on these chancers giving one-hoot about the actual facts of any individual ticket or car park scenario.
They only want your money and any trick that intimidates a victim into paying is grist to their mill.
Get yourself into the Parking Tickets Subforum here and start by having a good read of the Newbies Sticky for a full outline of the actual situation and the various avenues for seeing them-off. Most private tickets can be successfully challemged if you go about it the right way.

HOW can cameras placed at the entrance and exit of a site, designed to record the date/time of entry and exit of a vehicle, manage the parking of any vehicle on that site? It's simple - they can't; they can only record the time on site. Time on site is NOT parking.0 -

Read what I actually wrote, not what you think I wrote.

Bob's reference is fairly generic.
You are taking that to be extremely precise, and stating they cannot be used alone.
I'm just saying that they can be - and are - used within enforcement. If what is being controlled is actually time on a particular privately owned and managed site, rather than playing Perry Mason about some finer definition of "parking" - then they certainly can be, and are, used as part of the enforcement process.
I'm terribly sorry if that doesn't fit within your conspiracy theories about how awful it is that landowners can do ANYTHING (no matter how tightly restricted) to prevent Joe Random abusing their land, but...0 -
Just to clear up the situation in question, there were no ANPR cameras or spy cameras monitoring parking. The signs, of which there were loads, vomited the usual stuff about parking in marked bays and so on. On the bottom was that obnoxious graphic of a downward pointing video camera with the letters ANPR alongside. I forget the precise wording but it was along the lines of "ANPR is used to monitor this car park ...." £85 penalty for infringing the rules etc. two hour maximum stay. As I said, the sign was a blatant lie. I guess some attendant comes round to check the place and issue invoices.
Incidentally, I haven't been invoiced. I just happened to notice the signs when I was parked up.0 -
@Adrian ... I haven't misunderstood at all; I know exactly what I said and what I meant. You said "ANPR certainly can be - and widely is - used in parking enforcement" ... it's used BY parking enforcement companies, but does not enforce parking at all - it can't, it is physically impossible for ANPR cameras to enforce parking.0
