Win 10 laptop - odd shortcuts appeared last update

Since the last update of my Windows 10 laptop, something called Toshiba Tempro has appeared on my desktop and two other shortcuts, each called 'desktop'. Tempro is obviously a Toshiba utilities thingy but why has it suddenly appeared? I've had the laptop for at least 6 months. I've disabled it 'cos it kept annoying me with pop ups. Now I'm wondering about the 'desktop' shortcuts. When I double click on one it opens Notepad with this content:

[LocalizedFileNames]
Toshiba Tempro.lnk=@C:\PROGRA~2\TOSHIB~1\TOSHIB~3.DLL,-101

and the other has Notepad with this in it:

[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21769
IconResource=%SystemRoot%\system32\imageres.dll,-183

Any idea why these are there and can I just delete them?
