How to change property management company?

Hi all,
I own a leasehold on a flat. Myself and most of the other residents are very unhappy with the way the block is being managed. There have been repeated break ins and acts of vandalism. The propety management company seems to be unwilling to lift a finger despite promises to install more secure locks. The rubbish isn't being removed either.
What is the process for changing to a different management company? I have read online that you need to apply to a tribunal but I'm not sure if that's the first step.
I also read that you need a majority of leaseholders to agree to this. Unfortunately most of the people in the block are renting and I only know 3 other owners in the block. Is there are any way I can find out who the other leaseholders are in the block so I can write to them explaining the situation?

Who owns the freehold? The residents or another person/company?
If the residents, then they simply get together and sack the Management company and appoint another, or manage it direct.

I think the freehold is owned by Bellway Homes.
We don't want to manage the property ourselves. I'm not in touch with enough of the leaseholders to be able to do that.
We would like to appoint a new appoint a new manager. I read somewhere that the first step is to issue a notice to the freeholder under Section 22. Is that correct? I am struggling to find more detail.0 -

You cannot simply "appoint a new manager". The management company is appointed by the freeholder, so it is the freeholder's decision who to appoint.
what you have a right to do, as leaseholders, is take over that responsibility from the freeholder, and then you can decide how to manage the property, either by doing it yourselves or by appointing your own choice of management company to do it for you.0 -
Thanks for the link. I will read it in detail in the coming days. Just looking at it briefly it mentions that ALL the leaseholders will need to become part of the RTM company. I'm afraid this will be difficult for me to achieve as I don't know most of the leaseholders are.
