Planning permission and declaring disputes with neighbours

If I understand correctly, when you come to sell your house, you have to declare if there have been any disputes with neighbours. I've seen various debates on the forum about what you have to declare, but there appears to be the consensus that you probably only need to declare formal disputes.
I would like to comment on a planning application in my neighbourhood and state my reasons why I don't think it should be allowed. Would this need to be declared if I sell the house? I have not had any personal contact with the neighbour requesting the planning permission - I received an official consultation letter from the council asking for my comments.

You'll need to declare that you've had notification of the planning application, and any representations (including yours) will be in the public domain anyway, so I can't see there's much to be gained by not mentioning it.0

Thanks for replying. Yes, I knew any comments I make are in the public domain, but I hadn't realized I had to declare that I had received a planning application notification. I'm not selling any time soon and I suspect this will all be sorted, one way or another, well before I ever plan to sell. So would it still need to be declared then?0 -
Ok, in that case I can't see anyone being interested in representations you made in relation to a planning application which has since been determined. It isn't a dispute - though some objecting neighbours tend to narrate the full history of everything which has gone on between them and the applicant, which might not be helpful!0
