If rubbing down and repainting is hard work, consider replacing them. You can get ready-primed, or even fully finished skirting for very little cost. If its not a big place it might be worth considering
May not be the easy option though. When we had to remove some really old skirting off a couple of walls there were big gaps left behind them and a fair amount of plaster came off too. I'd just paint them.
