The bailouts were agreed on an all-party basis, as was the splitting of the good and bad debt of Northern Rock in 2010 (as the latter was done months prior to a General Election and such practice is always the convention and hence briefings were given to the 3 Parties' Treasury spokesmen by the Civil Service as you'll see in Adonis's book on the May 2015 Coalition negotiations).
