From that high horse surprised you needed scaffold at all....
If you want images feel free to search for yourself, I’ll pass its not assisting OP ...

If u can't back up ur claims with 100m high booms safely working in flats please don't make such statements. Anyway I at least agree that let's stop this as this is not helping OP.....

What are you on about "working in flats "
Telescopic booms etc are designed to enable the user to work safely at height etc ... You believe that they can't be used to replace windows on a ten / six story building as you obviously don't know what to look for I 'll give you some pointers Wumag (105m) Bronto (112m) although wouldn't need those heights for works as listed Genie or JLG 1850SJ etc or even a scissor lift e.g Liftlux 320 working height 34m (111.54 ft ) platform 2.9m wide( 9.51 ft~) x 7.85m (25.75ft) meshed, caged and skirted etc safer ,quicker, cheaper than scaffold....
Of course the everyday bob the builder, architect, surveyor etc maybe just as oblivious as they do nothing above a few stories anyhow but there are plenty that know and a local authority should, ditto managing agents but its not there money so why should they care,
Like yourself many are ignorant as to alternatives available you obviously believe that if you cant see it (hence inane request for pics ) then it either doesn't exist or is not true ? (Have fun googling for pics ), Who knows maybe next time you'll at least question your "Competent managing agent" as to choice but somehow I doubt it.but if you do I'll even give you a starter of were you can hire them http://truckmountedaccessplatforms.co.uk/....
But plenty of others out there

Op are you sure the only thing they are doing are the windows?
I have seen a lot of local authority/housing associations upgrading the full insulation envelopes of buildings recently, i.e. windows/doors and EWI
scaffold is a perfectly normal way to do something like this as it's easier to secure a protective mesh to stop anything falling out of the safe working area
They are doing a bit of other stuff (repairs to the ends of the blocks) but not insulation. I think they would have but somebody saw fit to get the building listed and so we all have to shiver for the sake of architecture students being able to admire the outside (I bought it post-listing so I have no genuine complaint, but I think it's funny that quality of life for the occupants takes second place - never mind the black mould, look how amazing the design is! I suppose it's a bit like country cottages, castles, narrowboats etc - lovely to look at but you wouldn't necessarily enjoy all of the aspects of living there). They are doing front doors as well but not at the same time apparently.

I have been told it will be done by scaffolding. It's a nice thought that they could theoretically do it some other way, but as far as I'm aware it's six months' worth of scaffolding with that nice green mesh just in case any daylight were to accidentally get in to any of the flats. :)
