So the refusal to renew the car insurance is not declarable under the question "Have you ever had insurance cancelled?" , because it is patently a different thing.

The policy is not technically cancelled, but there is the question on declarations about being refused insurance. If the Insurers are refusing continued cover stating a reason which affects risk to any new Insurers it should be disclosed. For example, the Insurers might refuse renewal because they were unhappy with a number of claims being made or a loss adjuster has commented about the state of repair of a house.

On the other hand an Insurers might have stopped offering insurance to any customers in postcode xxxxx and i would not expect this to be relevant. However as Quentin will no doubt say, that people should declare cancellations and refusals, providing information for Insurers to make a decision. Not all consumers are experienced with Insurance underwriting to make any decision over what needs to be declared or not. Therefore they should declare everything per the questions asked of them.
The comments I post are personal opinion. Always refer to official information sources before relying on internet forums. If you have a problem with any organisation, enter into their official complaints process at the earliest opportunity, as sometimes complaints have to be started within a certain time frame.

If you are asked the question you quote why would a "refusal to renew" be declarable?

The problem is that the question asked is not normally as you quote! (And asks about cancellations or refusal to renew or declined to cover)

I assume the criminal conviction is now spent under the rehabilitation of offenders act.

If this is the case, you can probably get Direct Line or Churchill to quote
Both Direct Line and Churchill still ask if you ever had a cancellation/extra terms imposed etc (home insurance)
