UK CPM - dockside outlet chatham

Hi everyone, i have read the newbies thread and tried my best to understand it but I'm completely 'con-fuddled' after reading it!
Could someone please advise me on the best course of action?
A registered keeper was issued a PCN at an outdoor shopping outlet by CPM on a sunday for parking on a private side road with loading bays.
The keeper parked in a loading bay and didn't read the signs and was issued a notice around 2 minutes after! Someone was obviously watching and waiting for the driver to park and leave before they issued the windescreen ticket 😡
The RK (registered keeper) had parked there to go to a nearby restaurant where he had a meal with family and returned to find the ticket on the windscreen.
After ignoring the PCN the RK has now received a FORMAL DEMAND notice to keeper letter and wants to know what to do.
All help received will be greatly appreciated. Thank you

so the RK should have followed the IPC advice in post #1 of that thread, sending the template appeal (which would likely be rejected) - so they need to do it now

They all do this so it is no surprise. AFAIR there was an article in one of the dailys showing one of them hiding behind bins!

The hiding behind the bin idiot was UKPC but their worthless, predatory and greedy ilk pretty much all do it:

Also search this forum board for 'UKCPM Formal Demand' to read the dozens of other threads where people have laughed at this hot air! No-one here will tell you to pay a penny. See this from the BMPA:

No appeal is really worth trying to UKCPM or the IAS, because they are IPC members and there is no appeal worth trying because it all considered a sham, a kangaroo court (allegedly). However as you can see from that link, they've almost never sued anyone (just NINE court hearings this year and they issue over 29,000 'tickets' annually!).
These firms rely on victims thinking they 'have' to pay any parking ticket. Plus scary letters.
Have you read the sticky thread here 'NEWBIES PLEASE READ THESE FAQS FIRST'? Please do, and be ready for the daft debt collector letters and demands using a splash of RED ink! Hilarious when you know it's all rubbish. They cannot affect your credit rating unless you ignore court papers which is as rare as hen's teeth from this ex-clamper firm of money-grabbers.
Finally, if you ignore everything we say, reckon you owe them £100 or more, then you either have more money than sense (sorry) or you are joining them and funding the scam against the next family or little old lady who also thinks they have to pay...and so the entire rip-off goes on.
These are not local authority PCNs. DO NOT phone them up, this is not a fair/normal industry, believe us. They want to know who was driving. DO NOT tell them nor contact any daft debt collector call centre who might send a red letter.
I should add the caveat not to ignore every private PCN, because some do sue (e.g. ParkingEye) and plenty of them are so easy to appeal and cancel that it's laughable. As I often wonder when dropping my son off to school, why idiots feel the need to pull into a bus stop (doh!) when there are acres of bays and double yellows all down the road where you can legitimately stop to drop off/collect a passenger.

Hi. They were visiting the maritime festival that day (near st mary's island). they're not local so didn't know about the other car parks you mention other than the one outside the pub/bar which was full0 -

i did read a bit of the newbies thread and hence already advised the RK to not pay or tell them the details of the driver.0 -
Drop people off on street next time then; always avoid stupid scam car parks (and avoid taxi ranks and bus stops!).
