I'd be quite happy to pay the £75 for the final design we want to use. It's paying another £1,500 for the design that should never have been submitted that we have an issue with. Would the courts say we had to pay for it, even though the council say it's incomprehensible that it was submitted, after they'd already made it clear, it wouldn't be approved.

To be fair, yours is a pretty unique/bizarre case - the court would probably ask you why you persisted with them given they had shown incompetence at every turn!
I think you have to put your offer in writing, just say what you are willing to pay and for what and then wait to see his response.

Further, are you sure you actually want a builder to use these drawings? sounds like a recipe for more expense/problems?

If it were me I'd rather get a solid set of drawings in place before any construction started, if there's any scope for variations from a bad set of drawings you will be the person picking up the tab

Oh dear. I've shown the drawings to the builder, he said, all he really needs is diamensions. We can't really afford to start again with someone else, we've already paid twice what we originally budgeted for drawings

Variations is how the builder makes the money.
