    It sounds like your "architect" does not understand the Permitted Development rules.

    The Council are saying it is a side extension rather than a rear extension so you cannot use the "prior notification larger extension" process.

    If that is the case your "architect" is a numpty.

    I think we'd need sight of the plans to say whether it is obvious that it should have been a full planning application, but on the face of it, the refusal does make it sound quite obvious with the 'wraparound' reference.

    Looks to me like he thought it would be under PD but isn't.

    The plans drawn up would be the same to put in the application for PP, so there shouldn't be any additional fees for changing drawings, only the council's fees for the new application. He may be good enough to waive these in this instance.

    In your architect's defence we had a very similar situation. Applied for PA under PD but were refused by the planners. Similar reason given for refusal.
    Normally we would have been granted PA but because of an original outhouse at the rear of the house (which had been removed many years ago) we were refused. Our architect had submitted lots of similar plans and we were the first ones to be refused. There was a new boss in the planning dept and he was applying the rules as he had applied them in his previous region.
    We were the first of many refusals in the area and had to go to the expense of applying for planning permission.
