Apple tree problem

I have two apple trees, one I believe is a Laxton, and the other is a Fiesta.
Last year, had a good crop of apples off the Laxton, whereas with the other just a few the size of a golf ball!
This year, plenty of foliage, plenty of blossom and now plenty of growing apples, whereas the other one some attempts at leaf budding and blossom, but this has quickly died back.

Any ideas - why, and what can I do to revive it - no obvious sign of disease?

How old is the poorly performing one? If it's young, make sure there isn't competition around the base (ie, keep it weeded). Feed/mulch it with well-rotted manure/garden compost. Is it getting enough water? What's its situation? Is it in too much shade, etc? Does it need pruning to let light and air into the centre? I think fruit trees can become biennial, ie, fruit every other year, but two bad years in a row doesn't sound promising.

I have a Sunset apple that's only three or four years old. Last year thought it was on its way out, but gave it some TLC and got a promising crop this year.
