Reclaiming air tax on unused tickets - avoiding Ryanair charges?

I now know that I won't be using some Ryanair tickets for flights in a week's time and am aware that I can reclaim the government tax on them (equal to £52 from what I can tell). However Ryanair's website claims they will charge a 'reasonable' (ha) admin fee of £17pp (so £34 for me) to process this. Is there any way to reclaim this directly from the govt or by other means for a lesser charge?

I assume this is a UK domestic flight if you have calculated £13 x 2 per passenger APD. The government do not receive the APD until you actually travel so they do not have anything to refund you. the funds are sitting with Ryanair so it is them you need to apply for a refund from.
You may be able to include the fee with your travel insurance claim if the reason for not travelling is covered by your insurance.0
