PCN at Metro inn Walsall by civil enforcement

I received PCN in post from Civil Enforcement 33 days after the actual incident.
Is there a time limit on the notification as i received it 33 days after the incident.
As per advice on the forum i have prepared appeal letter pls have a look and advise for any changes.

I am writing to formally challenge the above Parking Charge Notice.
On 12/07/2016 my vehicle was issued with a Parking Charge Notice at the Metro Inn, Birmingham Road, Walsall, WS5 3AB for the reason authorised vehicles only. I was a customer at the Metro Inn.
I challenge this 'PCN' as keeper of the car and I will complain to the landowner about the matter if it is not cancelled.

I believe that your signs fail the test of 'large lettering' and prominence, as established in ParkingEye Ltd v Beavis.Your unremarkable and obscure signs were not seen by the driver, are in very small print and the terms are not readable to drivers before they park.

Further, I understand you do not own the car park and you have given me no information about your policy with the landowner or on site businesses, to cancel such a charge. So please supply that policy as required under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013. I believe the driver may well be eligible for cancellation and you have omitted clear information about the process for complaints including a geographical address of the landowner.

There will be no admissions as to who was driving and no assumptions can be drawn. You must either rely on the POFA 2012 and offer me a POPLA code, or cancel the charge.

I have kept proof of submission of this appeal and look forward to your reply.

    Date must be wrong. Doesn't match the 33 days you mentioned. You mean June?

    And you don't send a letter to CEL, you email the appeal, of course.

    No, because CEL are not trying to hold a keeper liable nor comply with the POFA. That's why the appeal MUST NOT suggest who the driver was.

    a prime example of why people should NEVER alter the template, because they are taught to use I too much in school english lessons and write appeals as if they were ordinary letters

    As the driver was a customer and, therefore, authorised, send a robust complaint IN WRITING/EMAIL to the hotel manager and get him/her to intervene and get it cancelled. Quote the date, booking reference and PCN number. Do this as well as appealing to CEL.

    EDIT : Just been reading Tripadvisor (not good reading). One person has commented that you have to put your Registration No. into a tablet presumably when booking in at reception - did the driver do that?

    Used to be the Crest Motel if I remember correctly.

    Did the driver know about the registration input, was he/she explicitly told to enter the registration number?
    What did the manager day when you or the driver complained?

    And what has metro inn said when you contacted them?
    Civil enforcement will most probably reject your challenge, and pressure you to pay. Contact the hotel.
