When the meter was changed there should have been left a card or something like one of the luggage labels.What type of meter do you have?
Where is the meter situated? e.g. is it in an outside cupboard, or would someone need to enter th house to gain access to it? (I think I know the probable answer to this too, but just to be clear )
Were you (or a member of your home) at home when the meter was changed?

Good point and I think this is what they will have to do - their problem as they explained it to me, is that the meter reading just prior to the change of meter was an estimated one and they say the cannot be sure that the new meter started at zero!
I think in the interests of fair play and getting this resolved, we will have to assume that the new meter started at zero and working out the last 2.5 years KWh usage that ties in.Though the meter change was made by the Power Distribution Co. for your area who also own the meter, these companies do not engage with the public other than changing meters - It is your supplier, Scottish Power who talk to them on your behalf.However, depending how long you have been in residence there is a possible solution you should offer SP
... the logical thing for SP to do is charge on the basis of historical KWh useage from the last bill issued to old meter prior to Jan 2014, right up to the point where they have their first recognised read of the new meter, then SP consider that meter reading to the 'Start Reading' of the new meter
Yes, and I think that really this is the only way we can reasonably accurately figure out how much electricity was used.I'd be inclined to complain to Ofgem,

Have you managed to establish who, within your household, permitted access to the person to your garage?
What identity checks did they perform before allowing anyone access into your property?
Were you, or anyone within your household, pre-warned (e.g. a letter sent) that someone would be arriving to change your meter?0 -
Yes, and we will do, but we need to give SP six weeks I believe to resolve this.
That figures, it was over a year before I got to the stage of calling Ofgem. Even then I only called because the old supplier and the new supplier were playing pig in the middle, and I wasn't sure whose job it was to sort things out. Thinking about it, it was the old supplier who ended up paying for the mistake even though it was the new supplier at fault.0
