If someone is a part-time student at a university for a degree program and apprentice, does he have to pay council tax?

If all occupants are full time students then there is no council tax to pay.
If, however, only one student is a part time student then that student is liable for council tax at 50% of the full rate.

- involve at least 21 hours study per week

Almost. The single person discount is only 25%. The part time student would be liable for a 75% council tax bill for the property, unless eligible for a discount for reasons other than student status.0 -
Get a student exemption form from your local council. It will tell you if you're eligible for a discount / exemption.
However, as a part time student then I don't think you will be, most (if not all) councils require you to be in full time education.0 -

I undertook a 6 month course last year and was eligible for a council tax exemption.
I think the cut off is 26 weeks.

The course has to last at least 24 weeks of an academic year.

Study time can be counted but you'd need the Uni to certify that you meet all the requirements of a full time course to meet the criteria given in the discount disregard order 1992 (as amended) .

You won't get any kind of exemption or reduction if you're only studying one day a week.0

Officially I am studying part-time.
But my study hours are more than my teaching hours. In other words, I get 90 ECTS credits per year! While the full time is 120 ECTS credits.0
