From what I can gather, minecraft servers don't need much bandwidth, the netcode is quite simple, it just relays what each users position (grid location) is.
I found a post where someone had an 11mb connection and ran a server for 24 people no problems. The problem with most servers though, is processing power+RAM.“I may not agree with you, but I will defend to the death your right to make an a** of yourself.”
