British Airway changed flight times, do they negotiate?

As you've booked a package holiday you'd need to read the agreed terms and conditions with regards to flight time changes. I'm pretty sure they don't class flight time changes as significant unless they're more than 12 hours though, so BA are doing all they need to do. You either accept the change, or any changes you want to make are subject to the normal terms and conditions. They're unlikely to negotiate with you, otherwise what would be the point of having agreed terms and conditions?0

It is indeed 12 hours for a significant change for flights as part of a package

I would not expect BA to contribute towards your hotel costs, you could try your travel insurance or maybe look at alternative holidays and take the refund0
