Powerbank that doesn't turn off when device charged?

Does anyone know of a cheapish USB powerbank that can be used to continuosly charge a device?
I have a mobile phone being used as a webcam, it's powered by a powerbank but when the phone reaches 100% the powerbank turns off the juice and the phone discharges within 1hr. I guess it detects the drop in current being drawn and turns itself off to save power. But the powerbank still has more than 70% charge remaining so if I unplug the USB cable and plug it back in it starts charging the phone again.
If I leave the phone plugged in to a mains USB adapter it keeps drawing from the mains after 100% charge is reached, but this isn't practical for it's location.

So what I'm after is a powerbank that can be used even once the device is charged. The banks I use at the moment are 10ah but it doesn't need to be that big.

Anyone know of any?

    Use a mains charger with extension(s) as necessary.

    If you can't find a powerbank that will do what you want could you install some sort of timed switch between the powerbank and the phone that would cut the supply on a regular interval (less than the time of the auto cut off that happens now) to replicate what you do manually?

    Aha - I had the exact same problem.

    I ended up making a custom USB cable that has a 330R resistor across it so that even when the mobile stopped charging there was still a 15mA current draw on the battery pack.

    Its the phone saying i dont need anymore charge and cutting the powerbank off.

    Powerbank no longer detects any current draw so goes to sleep.

    Fit a dummy load to always draw just enough power to keep the powerbank active. But that will drain the battery quicker.

    No, if that were the case it would do the same thing on a mains charger. I believe it is the current drop which causes the powerbank to cut off supply.

    Just wish I could find one which will charge up my iPad. It completely charges the iPhone, no problem, but if I plug in the iPad it runs out of power and switches off after about 20% worth of charge. Anyone know why?

    All the powerbanks I own don't switch off and continuously charge.
