PCN from UKPS on private parking

I've decided to open new thread because I couldn't find any similar one. I'm tenant of flat with parking space under the building, we have permit holders with parking bay number on. My case is simple as that, I've parked on someone else's space cause mine was taken by some other car, next day I had PCN in my window from uk parking solutions attached. I've emailed management which obviously have contract with UKPS to help me with cancellation of that PCN. I don't know all the rules so when they advised me to appeal which should be successful, I've done it. I've emailed UKPS yesterday and they're saying that never received any appeal, and guess what, have another PCN for me, which for sure I haven't received. Now they're saying that they've sold both PCN to TCN which is their debt collector. Their website says that they're BPA member but I can't find them on BPA list. Any advise?

They've used word sold, isn't it a little to fast?cause PCN are from 29.04 and 01.06.0

Thank you for your email.
However I would like to inform you that the registered keeper of the vehicle is not you, therefore the letters were addressed and send to the registered keeper of the vehicle. If you wish to know any more about the letters you need to get in touch with the Debt Recovery Company that issued them, called TNC. Proves can be requested from them for further enquires.
You should have received letters in regards with PCN 910313151 as it has been uploaded to TNC database. And the other PCN – 910313483 has been sold to TNC at the beginning of this month, therefore in due course you should receive your first notification about the charge.0 -
and you have received a notice of assignment?

by failing to do their job (remove other car from your space) they have inconvenienced you .
get on to the management Co , ask them what to do if this happens again , ikf they say ring them , reply that you WILL ring them PERSONALLY at weird out of hrs times

They won't be properly sold with a legal Deed of Assignment; we wouldn't expect TNC to be that organised. See what rubbish demands you get from TNC - surely all hot air.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just received reply from management:
can only advise for you to discuss your PCN with the parking control company, as Remus do not have the authority to cancel or close any debt collector payments.
Please be advised that UK Parking Solutions are not employed by Remus, however, they are provided with permission to implement parking enforcement on the land.

I'm so mad about it. Correct me if I'm wrong: If I pay my rent and the owner pay for managing the building, am I paying indirectly for UKPS services? Anyway Maybe I should ask the owner to contact management?0
