In which case, is claiming on the policy going to be better than complaining about the policy?I am looking for any advice not negativity.

Indeed, claiming on the PPI policy to alleviate the debt problems may actually be better than simply complaining you didn't need it when you appear to have a valid reason to claim on it - if it won't pay out, complain it was miss-sold as it wasn't suitable.
