Help with CH1 form

Hi, hope someone can help.
I am in the process of buying a house but we are borrowing the money from parents. The CH1 form has been filled in with the details of the where the loan is coming from and as this is signed we have to send back to the solicitors.
The money is currently sat waiting in my mother in law's bank account and she has suddenly been taken ill and is unable to get to the bank to make the transfer to the solicitors for the full amount, she has got an accountant to act for her but my question is....does the accountant need a hard copy of the CH1 form that has been filled in before he can make the transfer in her place?
He is pushing for a copy of the filled out form before he will do anything but I assumed this form needs to be sent to the land registry and then we receive a copy of it in due course.

Get a copy of the form from Solicitors. Give to Accountant.
It is not unreasonable for the Accountant to ensure the legal charge form is signed before releasing funds to you.0
