Hit and Run,confused

Advice needed please. This morning I was woken by a knock at my door and a note had been posted by the police with a CAD number and date. My car had been hit by another car. I immediately went to my car and a policeman was there.
It was 5am and I talked to the policeman. He said he and another patrol car(2 cars) were driving when he heard a bang. He looked over his shoulder and saw an Audi A3 hit and dent/scrape my car and then continue driving. So he and the other car turned to pursue. They lost him as he turned the corner and then located the car down the next left. it had been abandoned but the doors had been locked......
So is the car stolen? Or has the driver/owner just done a runner, I know what I am inclined to believe. Seeing as thieves are barely concerned with locking the car up. Unfortunately the policemen did not get a visual on the man.
The policeman told me to contact the Traffic Investigation unit in Sidcup in a week if I had not heard anything from them and to contact my insurer. He mentioned the culprit vehicle had been abandoned in a nearby street. I went and found it with a flat tyre and damaged front left wing. The doors had indeed been locked. I took pictures.
I then called my insurer Hastings.....Had a long chat about how they were there to help me.....Then he advised me they considered it 'A non fault' and would attempt to make a full recovery on his 3rd Party Insurer....I pointed out that it might be stolen in which case would his insurance be responsible?
He then asked talked about my Excess which is £625 and asked how I would like to proceed. I am very confused and unsure. I was very tired from a lack of sleep and a little overwhelmed with jargon I am unfamiliar with.
I said I would wait until I hear more from the traffic police but I am a little skeptical about their motivation...I returned to the car which hit me and it had been moved. Tomorrow I will phone the police to ask if they have moved it...If they have not and the owner has professed innocence and his car has been stolen then I guess the police would like to know how he knew to locate the car???
I feel that it might be better if the police cannot prove who was driving the vehicle to fix up the car independently from my car insurer. Please can members here share their knowledge and advice. i feel the insurer will penalise me at a later date with higher premiums....i am unsure why he mentioned my excess if he was going to claim from a third party insurer...

Your have to pay your excess (it's not covered by your policy) and then reclaim it off the third party yourself ( you can use any legal cover you have to do this for you or diy)
Maybe they were making sure that you realised you would need to pay up the £625 initially.0
