Bathroom paint peeling off

for those of you who are DIY gurus... the ceiling paint in my bathroom is peeling off almost like wallpaper. Looking at the plaster on the ceiling, it looks like it was painted without being primed.
I can remove most of the paint, though there are some patches where the paint is not coming off easily even using a wallpaper knife... any ideas to get it off? Just sanding?

Worse scenario trying to remove them you have to re skim ceiling or ceiling full of filler patches.
Worse scenario leaving them is you have to repaint patch in if they come off......0 -
As above but apply a mist coat first to the bare plaster.
Plaster does not require any priming as such. A watered down coat is sufficient. Fully paint straight on again and it you will have the same problem. The water has been sucked out the paint leaving just a layer sitting on the wall with nothing to for it to stick to.0
